Please refer to your draft documt, end questionnaire, cœpiss of which were handed to me by Hr. H.A. Goodfellow of F.C.0., en 21st August 1972.
Notwithstanding the fact that registry and wanning are in many ways selated, it is considered necezaary at this stage to deal with each aspoct separately, baring regard to the followáng &-
(a) The Hong Kong Kerchant Shipping Ordinance
Cap. 291 does not includa sháp regiatry, the relevant legislatioa being contained in the Necchant Shipping Aet 1804,
(b) Manning requirements for British ships leaving any port of the Colony are laid down in the Hong Kong Merchant Shipping Ordinance Cap. 201.
It follows therefore, that presently Hong Kong to a post af British registry, concerning which the M.S.A. 1094 applies, but manning requirements although based on 1.K, standards, are nevertheless govosned by our own legislation, end can be changed by local onactment.
Although Mr. Pho initiated natters, regarding the establishment of a sopatate Bong Fong regietar, and a relaxation in naming standards, it must be explained, that full discussions have now taken place between Marine sparuzent and the principal shipping bodies in the Colony, á.e. the Hong Kong Shipowners Association and Hong Kong Ceneral Chamber of Commerce (Shipping Sub-Committee), both of which suppoze the proposals, supecially with respoɑt to a,nae liberalised approach to marming.
