Docs the Director of Marine consider that the problem raised Mr Fao to be of such importance as to warrant a possible change in the current requirements for the carriage of certificated officers so as to enable foreign nationals to serve in Hong Kong registered ships; if this could be done by creating a separate Hong Kong register and without adversely affecting the United Kingdom shipping industry.

In considering (6), possible changes might involve either:- (a) making wide-spread use of dispensations, or

(b) accepting at certain levels eg 2nd Engineer and 2nd Mate, the certificates of competency issued by certain other maritime administrations.

What would be the possible repercussions of any such change. In that

connection:-

(i) Would it create unacceptable problems for the Hong Kong administration in dealing with companies who register their ships in liong Kong?

(ii) Would it be likely to attract other companies to register their ships in Hong Kong who do not already do so?

(iii) Could such a change be applied only to Hong Kong registered ships without creating anomilies and giving rise to difficulty in ensuring that the manning requirements applicable to United Kingdom registered ships trading to Hong Kong are met?

What (a) advantages and (b) disadvantages does the Director of Marine foresee for Hong Kong if, as a result of changes being made in the current requirements, Mr Pao and possibly others were to transfer a substantial number of ships to the Hong Kong register?

10 Can the Director of Marine suggest reasons which may be

influencing Mr Pao in seeking to register his ships in Hong Kong provided the manning difficulties which he alleges now exist could be overcome?
