1. A brief is to be prepared by the Department of Trade and Industry for the Prime Minister on Hong Kong's case for an independent shipping register. Mr Standen (Marine Division/DTI) is in Hong Kong this week for talks with Hong Kong officials about the various problems involved.

2. Before he left and late on Friday, 29 September, DTI asked if we could provide a legal view upon the possible implication of such an independent registry in the context of the 1931 Commonwealth Shipping Agreement. Time did not permit this then but I expect we shall be asked again and it seems to me that it would be desirable to have an opinion ready if at all possible.
