only obliged "so far as possible". It might therefore be possible for us to have a certain amount of latitude if we wished to argue that we were not obliged to grant certificates only to our nationals.
3. Part II of the Agreement would also be relevant of the establishment of a separate register involved different safety standards than those for UK registered ships. Article 6 certainly recognises the right of each part of the Commonwealth to lay down its own safety requirements but subject to "every endeavour" being made to preserve uniformity and maintain present standards. Accordingly there might be difficulty if the standards of Hong Kong fell below those which operate at present there. In addition Article 7 does require alterations in substance in standards to be notified with reasons to the other Governments.
