1 You sent down to us on 8 June Tom Bridges letter dated 7 June (copy attached for ease of reference). As you realised, the study requested in this letter is primarily one for the DTI and

The we passed the letter from No 10 on to them. DTI will of course send round their views to all interested departments, including ourselves, and I understand that they have a draft almost ready. We have already written to the Hong Kong Government about this but we will need to consult them again when we have the DTI's proposed reply. Mr Royle has also asked to see the draft before any letter is sent to No 10.

2 I gather that No 10 have been enquiring about this by telephone. You may like to let them know that the process might take a little time yet and that the answer will in fact be coming from the DTI and not ourselves.
