to Michael Wilford, who is on leave.

The letter reached us just in time for us to be able to get a copy of it and its enclosures out to Mark Goodfellow in Hong Kong in the bag which leaves on 12 August. We have asked him to try and find time to discuss the matter with the Hong Kong authorities.
3.
I am in some doubt about how to answer your question whether it would be helpful for you to send out one or two officials from your division to Hong Kong to look into the situation. It may possibly be that Goodfellow, in his own discussions, will be able to avoid the necessity for this. We have asked him to send us a telegram on the point as soon as he has had his discussions.
