Thank you for your letter of 11 August and for sending a copy of my letter and the enclosures to Mark Goodfellow in Hong Kong. If we send people out there, it would be Dr Cowley, Chief Examiner of Engineers, and Capt Fields, Deputy Principal Examiner of Master and Mates. The fact that our Examiners have close links with the Hong Kong Marine authorities would make this quite a valuable visit, apart from the specific questions raised as a result of Y K Pao's talk with the Prime Minister.

Cowley and Fields could be available to fly out on 5 September. This ought to give us an opportunity to consider Goodfellow's reply before deciding whether they should go; and you may think it worth-while sending him a copy of this letter so that he knows what we have in mind.
