SPOTLIGHT ON THE URBAN COUNCIL

An extensive drive to register new voters for

Urban Council elections will start shortly.

Meanwhile

a campaign is already in progress to re-register

people already on the electoral roll. This is

the first in a series of articles about the Urban

Council and its responsibilities.

The Urban Council

1972.

a public body comprising 26 official and unofficial members is responsible for maintaining a long list of services in 41 square miles of urban area with an estimated population of 3,192,412.

These services include city cleansing, licensing and inspection of food premises, management of markets and abattoirs, licensing and control of hawkers, cultural and recreational facilities.

The council's responsibility for these services is exercised through the Urban Services Department, which is the second largest in the Hong Kong Government, employing over 14,000 public servants.

There are 20 unofficial members of the urban council

elected and 10 are appointed by the Governor. Elected and appointed members hold office for four years, being eligible for re-election or re-appointment.

The 10 elected members retire by rotation, elections for five members taking place every two years.

The appointments of unofficials by the Governor are arranged so that the terms of office of five of them expire every other year, but in alternate years to those in which elections are held.
