have been duly qualified, and where the

proceedings are proceedings of a committee,

the committee shall be deemed to have been

duly consitituted and to have had power to

deal with the matters referred to in the

minutes.".

Explanatory Memorandum

This Bill amends the Urban Council Ordinance.

Section 45, which requires proceedings of the

Council to be conducted in the English language, is

repealed.

3.

Section 46 is repealed and re-enacted in

part so as to provide that minutes of proceedings shall

be kept in accordance with Standing Orders of the

Council.
