I am very sorry you have had to wait so

long for a reply to your saving despatch No Staff

37 of 25 April about the 2-petitions on the subject

of appointments to the Supreme Court and District

Court from the Hong Kong Bar. It has of course

been necessary to consult a number of departments

on this.

Unfortunately 2 complications have arisen.

First, the Secretary of State has had the letter

from Mr Henry Litton of which a copy is enclosed

(with a copy of an acknowledgement).

It seems

from this that the Bar Association has wind of your

proposal in respect of Jackson-Lipkin and have

chosen this way of making their views known to us.

You may already be aware of these feelings among

members of the Bar. It would however be most

helpful to us to know what you think on this

particular point. We do not of course want to

get the worst of both worlds unless we are quite

satisfied that this is necessary in the interests

of both the public and the administration of

justice.
