attach under cover of a temporary jacket a des- patch from the Governor, concerning the creation of two posts of Puisne Judge (reference CR1/1749/5311, dated 1 June). This document has not been entered partly because our file (HKK 14/6, appointments to the judiciary of Hong Kong) is at present with you; and also because I believe it should be entered on ODA files, since it forwards a vacancy form.

2. This despatch is, however, related to the Governor's recent despatch about appointments from the bar to the bench in Hong Kong (Hong Kong Saving Despatch Staff No 37 of 25 April) which I sent to you for advice on 8 May.
