In my capacity as Chairman of Television Broadcasts Limited, I beg to submit our Company's views on one particular point which my Directors feel should be placed before you.

Government has recognised the necessity of making Band V available for television broadcasting in view of the decision to have more than one television broadcasting station. The decision to make Band V available should resolve all problems relating to the grant of additional licences, since Band V can accommodate both the proposed new stations without causing interference either to each other or to TVB. However, since my recent

return from abroad, I have been given to understand that Government nevertheless plans to proceed with the intention of depriving my Company of the right to use certain channels in Band IV.

The allocation of Band IV to TVB is the very foundation of the licence granted to us by Your Excellency. Our Company has built up our audience from zero through these channels in Band IV over the past five years. There- fore, to deprive TVB now of any of its channels in Band IV is, in effect, to take away part of its primary intangible asset i.e. its viewership.
