Extract of Paragraph 21
"Mr. Eu said that it would clearly be in the
interests of the public that licensees should share the same transmitter and translator sites and he personally saw no objection to the sharing of sites and masts provided there were no technical problems. TVB would, however, expect to be compensated and he would need to seek the advice of his Board of Directors on this question. TVB would, however, wish to stay in Band IV. The company had been given its licence on this basis and was in fact required to transmit on channels in Band IV and their equipment was accordingly designed for this purpose. He did not think it would be fair either to the company or to its viewers if channels were to be re-allocated. Mr. Granger said that depending on the number of new services to be established it looked as if some of the TVB's channels would have to be
changed to Band V. If a new station were to be allocated frequencies in Band V only this would preclude any further stations being established in the future without a complete revision of the frequency plan involving even greater
expense."
