I think it is clear from the above record that the present frequency plan was prepared after a study of TVB's problems and they have been invited to suggest amendments to it. However, throughout these exchanges TVB have maintained their opposition to the proposed frequency changes and have refused to allow themselves to be drawn into any detailed technical comment on the plan.
