FUTURE DEVELOPMENT OF TELEVISION IN HONG KONG

Government today announced its policy regarding the future
development of television in Hong Kong.
The Television Authority stated that it had been decided to
license two further wireless television stations in Hong Kong as soon
as possible after the expiry of HKTVB's exclusive franchise in November
1972. One station would be required to operate two services, one in
English and one in Chinese, and the other station would be required to
operate only a single Chinese language service. The tender in respect
of this third single service station will be so designed that the tenderer
would be able to offer specialised services in the public interest, such as
fr pay T.V." for purposes other than entertainment, which, if found acceptable
by Government, would not oblige the station to rely solely on commercial
advertising for its income. It has also been decided that all three
stations should share transmitter sites and common transmitter masts.
Commenting on the decisions, a spokesman for the Television
Authority stated that it was hoped to call for tenders to operate the two
new stations towards the end of this year, These tenders would be based
on a fixed royalty of 25% of net profits and selection would be made on
the basis of the applicant who could maintain the best television service
