FUTURE OF TELEVISION IN HONG KONG

1. Mr Dennis of Rediffusion called to see Mr Wilford

on 11 April to discuss his company's fears about Hong Kong Government plans for the future of television. Record of the Conversation (11).

2. On the basis of this record, Mr Laird drafted a tele- gram to Hong Kong and a letter to Sir Hugh Norman Walker (see 10). These drafts were not issued as a result of a telephone call from Mr Dennis on 13 April (see 12).

3. Sir Leslie Monson took copies with him to Hong Kong.

The Executive Council discussed the question on 11 April - see Exco Memorandum at (14) and made a public announcement of their decisions on 18 April (see 15). Sir Leslie Mons on reports that RTV (Hong Kong) are happy with the outcome, and TVB not so happy. In the circumstances there is no need for the telegram and letter to Hong Kong to issue, but they should remain on file.

5. The Hong Kong Government announcement (15) makes no mention of the "selected tender" procedure quoted by

paragraph 1 (c) of (12).

Annexed to the Exco Memorandum at (14) is a useful timetable of procedures to be gone through; and Exco are reviewing this with the aim of speeding it up as much as possible.
