for the second wireless licence as well (the first

licence being that held already by Television

Broadcasts Limited (TVB)). The Report was con-

fidential and the Executive Council decided not

to make a public announcement of their intentions

at that stage.

However, RTV (HK) heard rumours of what was

intended and made representations to the Colonial

Secretary. In London, Mr Dennis of Rediffusion

Limited called to see Mr Wilford on 3 March (a note

of the meeting is attached).

4 This matter was further considered by the

Executive Council on 28 March 1972, when it called

for a further memorandum to be considered in two

weeks' time dealing with the immediate future of

Rediffusion's wired television service so that a

Public announcement concerning the Government's

policy could be made as quickly as possible there-

Mr Dennis called on Mr Wilford again on 11

April (note attached). On the basis of these

discussions, a telegram to the Governor and letter

to the Colonial Secretary were drafted.

these were not issued owing to a telephone call

from Mr Dennis on 13 April reporting that the

decisions of an Exco meeting held on 11 April had
