1. Sir John Spencer Wills (Chairman) and Mr Hugh Dundas

(Managing Director) of Rediffusion Limited called on

Mr Royle on 20 July to discuss a memorandum they had

previously sent him about their problems in Hong Kong.

Mr Royle sent a telegram to Hong Kong about this visit,

asking for the Governor's comments (FCO Tel No 602).

Hong Kong sent an interim reply on 28 July (their telegram

No 675), indicating that TVB were strongly opposed to

proposals that they should share their transmission sites

with new licensees, and seeking the advice of the BBC on

the technicalities involved. Hong Kong were duly informed

of BBC's advice, which was that whilst co-siting of trans-

mitters was desirable it was not absolutely essential (FCO

telegram No 648).

2. On 7 September Mr Royle had, I believe, a word with

the Governor about Rediffusion's representations. We sub-

sequently sent a reminder to Hong Kong. We now have the

reply, (Hong Kong telegram No 847). The gist is that the

Hong Kong Government are continuing their discussions with

TVB and are hopeful that they may be prepared to modify their

attitude. In order to gain time for the solution of the

problem, legislation is being drafted to extend TVB's current

/licence
