You asked for comments on the amendments to the draft
letter to the Treasury proposed in Mr Taylor's (MOD) letter
to you of 9 May. The revised draft letter to the Treasury
incorporating our earlier amendments was sent to Mr Thorp
with your letter of 18 April.
2. Finance Department's views are given in Mr Stephenson's
minute of 22 May. A draft reply to the MCD based on
Finance Department's advice is attached.
3. If the Ministry of Defence kick at Mr Stephenson's
suggestion that we should simply omit the words "between us"
in the first sentence of the new paragraph 13, we shall have
to fall back on the proposal to put in 2 separate letters to
the Treasury. You will remember that this was mentioned at
an earlier stage.
