DRAFT MERTER TO
CP Haddon-Cave, Esq
Appendix 1
from P W Ridley
In my letter of 14 January, T
undertook that, if the UK Government
decided in principle to agree to licensing
for such orders outside the quotas, the
claims of Hong Kong would be given
sympathetic consideration, including
your request that any excess yardage should
be made available to the Hong Kong Government
for allocation.

I explained to you that if we agreed
to any excess yardage, the total in relation
to claims might well be very small; and
that the amounts that we agreed to in
respect of individual supplying countries
would probably be related to the extent
to which pre-existing orders could genuinely
not be accommodated within quota limits
because the total of pre-existing orders
was in excess of the total 1972 quotas.
