8. Mr Haddon-Cave agreed this point, but added that this was not a question of the Hong Kong Government refusing to accept the proposals but that he himself had been made aware that TEXTAB and EXCO would be unlikely to ratify what we had agreed ad referendum.

be an impossible situation if the Governor were faced with the choice of over-ruling EXCO or openly disagreeing with HMG.

A neutral form of words for the Press Notice and for the reply to the PQ from Peter Blaker MP would be devised to avoid giving the impression that there had been a formal breakdown of the talks. some later date, the talks could if necessary be resumed when both sides had had a chance to take stock of their position.
