enclose 4 copies of a draft working paper on Hong Kong's GATT relationship with the enlarged EEC. This has been prepared in consultation with our Delegations at Geneva and Brussels.
It looks as though sometime on Monday, 18 September or perhaps the afternoon of Wednesday, 20 September would be best for a further discussion. What do you think? I am afraid I shall be unable to attend the meeting because I expect to be on leave from 18 September (a long-standing arrangement which I cannot alter).
