Mr Wood telephoned this afternoon about the working paper. He said that this was his last day in the office and that he would be on leave until 20 September. In the circumstances we agreed that it would be best if he could send his copy of the paper to Mr Sinclair (who has, I understand, considerable knowledge of the subject) with the request that he attend the meeting proposed for 18 September if in fact it comes off. If, of course, the meeting takes place on 20 September Mr Wood would be able to attend.

2. I asked Mr Wood if he had any comments on the draft in its final form. He had only one point. He said that he would have preferred to have had the words "FCO Legal Advisers have commented that" at the beginning of para- graph 3 out. He thought that it was a matter for the DTI to say whether or not Hong Kong was a customs territory within the definition in GATT. I told him he need not worry about this point.
