Mr Hall was under the impression that no action had yet been taken on how or when the £400,000 offered by Mr Royle might be spent.

After discussions with Mr Hall, Mr Edwards returned to FCO and I took the opportunity of looking through the ODA papers, and as a result I have arranged for about half a dozen files (there are only about 15 in all) to be sent over to us. Apparently, we may have them only on "per- manent loan" in accordance with the general arrangements establishing the Joint Dependent Territories Division.
