Mr Edwards and myself visited ODA on Monday, 2 October and discussed Hong Kong aid with Mr C Hall in some depth.
The points Mr Hall made were:

Hong Kong is in receipt of a small annual sum of Technical Assistance (TA) mainly for training in the UK,
Hong Kong had received some capital aid under the old CD & W scheme and the sum of £88,000 (rounded to 100,000) in the Aid Framework (AF) for the current year represented the disbursement of the balance of these.
The agreed AF for 1972/73 Hong Kong is as follows:·

Mr Hall had no idea how the £400,000 TA had been inserted and apparently ODA Finance Department was in the same position. Nevertheless this sum is available during 72/3 if it can be actually spent. This seems unlikely and we shall have to note this in the next forecast of disbursements exercise.
develoti al There seemed to be no case economically for Capital Aid to Hong Kong but there may be from a political angle. If so, a submission appeared to be necessary to determine policy. Once this had been decided the next move would be to bid for the required allocation in the AF in appropriate years, (ie as disbursement is anticipated).
The procedure, which Mr Edwards would know, is that any particular project is approved by Geog Dept usually subject to the advice of the appropriate ODA advisers. Hence full details of any projects are required and in the case of equipment to be supplied, a special form is available which the recipient should
