1. As agreed at our meeting on 12 October, I attach a draft
minute which Sir Duncan Watson may care to send to Mr King.
2. FPAD have commented that the case might be stronger if
we were to argue for the provision of technical equipment for
the Polytechnic rather than for the library. This is because
equipment, in their view, would have a greater trade promotional
value. Whilst I accept that there is force in this argument,
it is not equipment which Hong Kong have asked us for in
Mr Haddon-Cave's letter of 17 August. If we were to go back
to Hong Kong now and ask them whether they would not be equally
content with equipment, and if so how much it would cost, I
think that we should invite delay which would make it impossible
to get a decision in time for the Secretary of State's visit.
3. The draft minute does not seek ODA approval for all the
details put forward by Hong Kong. This again is because of
the shortness of time. It seems preferable to ask simply for
their agreement in principle to an announcement that HMG would
make a substantial contribution towards the Polytechnic.
