In the time available before the Secretary of
State's visit I do not expect you necessarily to be able to approve a detailed case and I am not suggesting a specific sum at this time. All I would like to do at this stage would be to make it possible for the Secretary of State, if asked, to say in Hong Kong that IMG have decided to make a substantial contribution towards the Polytechnic;
or alternatively for Mr Royle to be able to make an announcement
on similar lines. I have no doubt that such an announcement: would hit the headlines and would bring us some much needed goodwill; it is needed without delay., Whilst I realise that it may be a little unorthodox to make a commitment in principle before going through more detailed procedures, I very much hope that you will be able to do so in this very special case.
