1. I attach a draft article entitled "British Aid to Asia" which is scheduled to appear in the Far Eastern Economic Review. This has been passed to us by the Information Department of the ODA who feel slightly uneasy about the references to Hong Kong.

I assume that the reason for including Hong Kong in this article is because the Far Eastern Economic Review comes out in Hong Kong, but it does read rather oddly to find references to Hong Kong in a list of aid to 'developing countries' in Asia.

3. Perhaps Mr Lambert could check the figure for aid to Hong Kong quoted at the top of the page three and the reference to technical assistance to Hong Kong at the top of page five.

Do you think we should consider asking the ODA if the references to Hong Kong could be deleted?
