AID FOR HONG KONG

I discussed Mr Haddon-Cave's letter of 17 August with Mr Crowson yesterday. Mr Crowson suggested, and I agreed, that to begin with we should see what FPAD thought, both on the merits of the proposals and on how we should tackle ODA. I think we should also consult EPD, Cultural Relations Department and ATD.

At some point we shall have to bring in the DTI (as you know Mr Glaves-Smith has already promised to do everything he can to help us get some money out of ODA). Mr Aston has made a number of suggestions in his letter of 17 August.

All this seems to give us the makings of quite a reasonable aid programme for Hong Kong (coming as it does on top of the £400,000 for Technical Institutes, the balance of the CD & W grants for higher education, and the annual £30,000 odd for technical assistance. As you know there has still been no publicity about the £400,000 - either here or in Hong Kong.

I think we must aim at entering into discussions with the ODA well before the date (?mid-October) by which they have asked for bids for 1973/74.
