Please see Mr Aston's letter of 24 August to Miss Welch and its enclosure.

2. In respect of the feasibility study (paragraphs 4 please refer to my separate minute of 7 September.

3. The PS to the letter is particularly illuminating since it shows that there are technical views completely divergent from those being given to the Hong Kong civil aviation authorities. Late delivery by the Italians is interesting. DTI are taking action on these aspects.

In paragraph 2 of the enclosure Mr Aston reports Mr Thomson's views on loan assistance. I have commented on this also in my separate minute of 7 September.
