As the paper for the meeting explains, ODA have run into serious budgeting problems in relation to the aid framework for 1972/73 and subsequent years because, among other things, of an improved capacity by aid recipients to spend, and a revised framework has been prepared for discussion at the meeting. The revised framework is attached to the paper.
2. A meeting was held in ODA early last month to discuss the need to revise the framework. Mr Huijsman attended for all the PO Dependent Territory departments. The upshot was that, although we offered to accept a cut of £0.25 million in respect of the Dependent Territories which it was hoped would mainly come from other Territories in the Pacific, the offer was in the event not accepted. The Pacific Dependent Territories have therefore not so far been affected by this exercise.
3. The individual aid framework figures for the Pacifie Territories are attached.
4. s you will see from the QV note attached to the Committee paper the main difficulty at the moment is the question of finding sufficient funds to meet commitments in 1972/73.
