Thank you for your letter of 19 January. I can well understand your preoccupation with the problem of precautions against fire risks and I have been wondering what, if anything, we can do here to help.
I am not sure whether you are aware of this but our Factory Inspectorate has a Fire Adviser on the staff at headquarters in London and I propose to see him within the next few days to obtain such printed material as may be available. I shall also find out what help he thinks we may be able to give. This idea is purely speculative but perhaps you might like to think of the possibility of inviting him to Hong Kong for a short period?
As you know, the Factory Inspectors' training includes a certain amount of instruction on the problems of fire hazards, including the risk of fire arising from specific processes. In addition, each Regional Division of the Factory Inspectorate has two Fire Inspectors who are recruited from the Fire Brigade Service (as is, incidentally, the Fire Adviser at headquarters).
