I discussed this with Mr Wilford last Friday.
He thinks that by September there may well be a number of difficult questions which we would like Mr Rippon to discuss with the Hong Kong Government. It may be of course that our relations with Hong Kong will have deteriorated by the time Mr Rippon gets to Hong Kong, but in that case it will be a question of mending fences as best we can.
3. Mr Wilford agreed that Mr Rippon should be warned that Sir Murray MacLehose was planning to be on leave during August and September (although he will of course have to be back in Hong Kong for the Prime Minister's visit).
4. Would you please make these points to EID(1). We shall have to consult the Governor in due course.
