For longer periods, a submission should always
be made to higher authority.
(b) Constitutionally, it is the Queen who approves
the Governor's leave of absence, and the Secretary
of State conveys that approval. The message
authorising a Governor's leave should therefore
be in impersonal form, eg "Leave approved (or agreed)".
