THE SECRETARY OF STATE'S VISIT TO CHINA
1. You asked for advice on a number of outstanding
points in your minute of 1 August.
2. The main reason why Mr Hervey suggested in his
minute to Mr Grattan of 27 July that the Secretary of
State should not visit Hong Kong on his way to China
was that a visit to Hong Kong on the outward as well
as on the return journey would leave the Secretary of
State with comparatively little time in China itself. TA visit to Hong Kong on the outward journey could in
fact be fitted in. But, within the framework of the
timetable set out in paragraph 5 of the memorandum
attached to Mr Hervey's minute, the Secretary of State
would not in that case be able to reach Feking before
the afternoon of Sunday, 29 October; and arrival at
this time would not allow him much time to recover from
the flight before he went into a fairly strenuous round
of talks with the Chinese Foreign Minister.
3. I have looked up the minutes on Hong Kong
telegram No 593, in which the Governor sets out his
preferences. We have not yet said anything to the
Governor, who is at present on leave in Scotland. My
own view is that it would be useful for the Secretary of
State to meet the Governor on his way out to China; the
most delicate subject which will come up for discussion
