4. I recognise that it will probably be necessary

for the Secretary of State to stay in the Chinese

Government Guest House, as did M. Schumann. But

this poses severe security problems if the Private

Office is also to be there. Could you therefore

sound out the Chinese on whether the Secretary of

Private Office would also be at the Residence.

If the Chinese take exception to this and press

strongly that the Secretary of State should stay at

the Government Guest House, you should agree to this.

I assume that this would mean that the Secretary of

State's return dinner would then be given at the

Government Guest House, as I understand that there

is not sufficient room at the Residence.
