Peking are I think best conveyed in separate but related telegrams. I attach two drafts, which take into account points made by HK&IOD and News Department. The latter point out, with reference to Hong Kong telegram No 858, that it is not the practice to refer to meetings with the press in official announcements about visits.
2. I do not think that the terms of the announcement as drafted will have any effect on whether the Secretary of State will be able to see Mao Tse-tung or Chou En-lai. I have therefore retained in the draft telegram to Peking the phrase about the Secretary of State having talks with the Chinese Foreign Minister and other Chinese leaders.
