I attach a draft telegram to Peking and Hong Kong on the announcement about the Secretary of State's visit.

Could you let me have any comments? In particular, I wonder whether the wording about having talks with Mr. Chi Peng-Fei and other Chinese leaders will be interpreted as meaning there will be no meetings with Chou En-lai or Mao Tse Tung? We do not wish to preclude these possibilities by the terms of the announcement.

I fear this is not straightforward. Given the Chinese view that Hong Kong is a part of China, we cannot refer, in any announcement about the Secretary of State's visit to China which we put out in Peking, to his visit to Hong Kong. Separate (but simultaneous) announcements are called for one in Peking, one in Hong Kong and two in London. (This would follow the same pattern as the announcements about the Prime Minister's visit to Tokyo and about the cancellation of his visit to Hong Kong). Instructions to Hong Kong and
