In the New Territories, major development works leading to the freezing of land status in planned development areas, and the unreasonable resumption of private land has affected the livelihood and business of the

Chinese residents. There has been no proper solution or reasonable compensation for this.

Suggested Line to take

Major development in the New Territories (e.g. the New Towns) is essential because of the shortage of land in Hong Kong, But appreciate the concern of the Kuk, and sympathize with their aim of protecting the interests of the New

Territories residents. Note that the Kuk is

still discussing this with D.C.N.T. and that

the Governor is aware of the problems.

Mention that if the Kuk and Government can agree in principle to a change in the methods of assessing compensation, details could then be more rapidly sorted out.

The need to speed up the amendments to the Crown Lands Resumption Ordinance, to providc more favourable rates of compensation to

landowners.

Suggested Line to take

As in (1) above.

The Kuk may mention the Governor's

Legislative Council speech and ask that Government provide as soon as possible sufficient resources for the N.T. to be

developed, and for facilities to be provided, up to the standard of the Urban Area.
