Just as grievances should be anticipated (paragraph 51), so Government must be seen to be taking the initiative on issues like those mentioned in paragraph 53.

This can make the difference between it getting credit for initiating a debate on some reform or appearing to respond lethargically to public demand. A co-ordinated public relations exercise is necessary, All departments should be reminded of the importance of this aspect of their work, and asked to consult GIS about particular issues at as early a stage as possible.
