Conclusion

The paper concludes that the movement which was

started by dissident expatriates but is now

Chinese dominated is still small and has not

yet been particularly successful.

However, it

is already a nuisance and represents a potential

threat to security. The biggest danger at present

is that the movement's public meetings or

demonstrations may lead to disorder. In the

general circumstances of Hong Kong, there is

always a possibility that lawless elements may

join in or exploit what starts as a peaceful

demonstration.

Recommendations

Which will have more forceful

and intelligent Han in the past.

Hong Kong's recommendations arising out of this

study are set out in paragraphs 47-59.

They

concern principally a co-ordinated and sustained

information and public relations exercise.
