the Hong Kong Royal Instructions 1917 - 1970, I appoint

CHARLES JOHN GRAFTON LOWE

Justice of the Peace, to be provisionally an Official Member of the

Legislative Council of Hong Kong from 17th July 1972 during the

absence from the Colony of Mr John Canning, Justice of the Peace.
