MORE REPRESENTATION FOR WORKERS

On the one hand, I must emphasise that Appointments

to the Executive and Legislative/Councils are made on

a personal basis, rather than on the basis of repre-

sentation. On the other hand, Hong Kong is run through

a complex pattern of statutory boards, Councils and

Committees, and on those which are concerned with

Industrial Employees (eg Labour Advisory Board,

Industrial Training Advisory Committee, Hong Kong Pro-

ductivity Council) workers sit both as individuals

and trade union representatives.

I am aware of the movement in Hong Kong seeking

Mrs Elliott's nomination. Appointments to the Legis-

lative Cougoil are however made on a personal basis.

In any case, Mrs Elliott can hardly be said to be a

representative of the workers. She is believe the

supervisor and/or manager of 7 local schools.
