of the elected Members of the Urban Council, on a

personal basis; and the possibility of payment for

Unofficial Members, who have never been paid for their

services in the past, in order to widen the field of

selection.

6. The Governor is aware of all these considerations

and will be taking them into account in his forth-

coming recommendations. In his "Guidelines", the

Governor said that he fully accepted the desirability

of finding new blood and hoped that something could be

done. However, in making recommendations,

Governor said he has to bear in mind the overriding

importance of keeping the membership of these La Rey

Councils constructive and co-operative.

7. The Governor feels it is possible that this

question may have been inspired by a recent public

campaign in Hong Kong for the appointment of Mrs Elsie

Elliott to the Legislative Council. This movement

is being promoted in Hong Kong by students, hawkers,

mini bus and cab-drivers.

8. Mr Wright, the Hong Kong Commissioner, has

informed us that Mr Lamond put his question to

Mr Haddon-Cave, the Financial Secretary, at a recent

meeting of the Hong Kong Parliamentary Group, and that

apparently Mr Haddon-Cave rather fluffed the reply.
