As a first step in this exercise I have looked up
the histories of Messrs Woo, Lobo & Ross, as follows :

WOO Pak-Chuen, OBE, LLB (Lond.), PhD (Lond.), JP : Solicitor, Member of Urban Council. Hong Kong Housing Society, and of the Permanent Council for the Chinese University; Solicitor & principal of P C woo & Co; Director of the Taikco Dockyard & Engineering Co of Hong Kong Ltd; Mackintosh's Ltd.

GR ROSS, OBE, JP : Managing Director of Deacon & Co Ltd; Director of the Hong Kong & Shanghai Banking Corporation; Mercantile Bank Ltd; HK Telephone Co Ltd; China Light & Power Co Ltd; President of Scout Association. 5. I do not know what the objections to Mr Ross are, but with reagrd to Mr Woo who has the greatest length of service of any of the unofficial members at present under consideration, I wojld have thought there would have to be pretty strong evidence of serious misdemeanour (eg connivance with the communists) for us to drop him from the list (which would be a serious loss of face).
