As the Governor has explained in his telegram No 425

of 49 May, the appointments would involve an increase

of 1 official and 1 unofficial in Legislative Council

This would necessitate amendment of paragraph 13 of

the Royal Instructions The Governor considers that

an increase is justified in view of the workload. If

as I recommend, Ministers agree to this increase, I

will arrange for the submission to the Privy Council

of an amendment to the Royal Instructions. The next

meeting of the Privy Council has not yet been fixed,

but Legal Executive Branch have confident hopes that

it will take place before 1 July. They have given

the Deputy Clerk preliminary notice of our interest.

6.8. recommend that Ministers approve the nomi-

nations of the Governor, and the submission to the

Frivy Council of amendments to the Royal Instructions

to cover the increase in numbers.
