Would you refer to your letter of the 21st May on the subject of a possible visit by the Secretary of State in connection with the opening of the Science Centre of The Chinese University and the Conference of Vice-Chancellors organized by the Inter University Council for Higher Education Overseas.

David had a telephone conversation with

Dr. LI Choh-ming (in my presence) just before he left, but I had a message this morning from the Vice-Chancellor that the line had been bad and that he had not fully grasped what David was trying to convey.

I have subsequently had another very clear conversation with C.M. Li who states that there would be no difficulty about having the opening of the Science Centre on the 12th (the date mentioned in the third paragraph of your letter) and that he could "probably" hold the Vice-Chancellors also until that date, so that the Secretary of State could attend the closing stages of the Conference.

I have made it very clear to the Vice-Chancellor that this is confidential between himself and us; that the movements of any Secretary of State are liable to alteration at short notice; and that he cannot count on anything.
