Thank you for your letter of 29 October

concerning ATC Capability at Kai Tak and the CDW

Fund. I fully agree that this loose end should be

tied up, and apologise that this was not done sooner,

As you yourself mention, in November 1969 we

did not quite close the door on the possibility of

Hong Kong receiving C D & W aid for radar equipment

at Kai Tak, but we then stated that it was very

unlikely that the application would succedd, and that

it would be

be even more prejudiced by a decision on your pr

part to purchase other than British equipment. Your

reply in Telegram No 870 of 14 November 1969 that you

would probably purchase Italian equipment was enough

to ensure that FCO support was insufficient to overcome

strong opposition from the ODA and the DTI

as you- we well know, already regarded- Hong Kong as

being low on the list when it comes to aid.

When early this year we saw in the Hong Kong press

that the contract had been definitely awarded to

Selenia we did in fact think it best to allow the

matterto lapse. While, as in the recent granting of

traffic rights to Heng-Kong- KLM in Hong Kong, Hong Kong

interests have been met, I am afraid that I cannot

hold out any great hopes that future applications for

aid in the civil aviation field will be granted.
