These figures were prepared in 1970 and values would be higher today, How- ever, when considering the figures it has to be borne in mind that the ex- penditure would be spread out, sites being acquired now only where develop- ment would prejudice the construction of the particular route and later only when work on a particular route was to begin.

Public Purpose
So far, it has been possible to protect the routes by negotiating a settlement in each case, but it is probable that sooner or later it will be necessary to use compulsory powers of resumption. In that event, the Executive Council will be asked to declare that the resumption of any land needed for the protection of a route is required for a public purpose.

Honourable Members will be asked to advise whether, subject to the provision of the necessary funds by the Finance Committee of the Legislative Council, the Director of Public Works should be authorised to continue to take such action as is necessary, and within his power, to protect all routes in the Preferred System pending a decision on the Consultants' Further Studies Report. If he is unable to reach a settlement with an owner, the Executive Council will be asked to advise that the resumption of the land is required for a public purpose.
