This Paper should be read in conjunction with the attached

Final Report, Vol. I, prepared by Freeman Fox and Partners and sub- mitted to Government in August this year. Members will recall that the Consultants' First Report was submitted early in 1968 and sub-

sequently the Consultants provided a Supplementary Report taking

account of revised population estimates and examining the feasibility

of producing a subway system comprising only half of the system which

was originally recommended. The Consultants' original proposals en-

visaged a four-line system with lines terminating at Kwun Tong, Tsuen

Wan and Shatin on the Mainland and with an Island line running the

whole length of the Hong Kong Island waterfront.

After detailed consideration by the Government departments

concerned recommendations were made to the Governor in Council who

directed that the Consultants be again commissioned to undertake further studies with the object of designing an initial subway system which, with additions, would constitute a complete mass transit system either along the routes recommended in the original study or along such other routes as might be indicated by a revised assessment of traffic to fit in with the revised estimate of the 1986 population. The Con-

sultants were asked to carry civil, electrical and mechanical

designing far enough to allow the preparation of reliable estimates of

cost and revenue and for the location of routes and stations to be

firmly determined. No preconceived cost limits for the project were imposed on the Consultants for the purpose of these studies. The further studies began on 1st September 1969 and the Report was submitted on schedule in August this year.

Members will observe that Volume I of the Final Report in

effect constitutes the full Report of the Further Studies exercise

and is complete within itself. The other four volumes of the Report contain detailed technical information and drawings and the Commissioner for Transport will make these available to any Member who wishes to

study a particular aspect in detail.
